Inclusive Governance: OGP Sets To Commence NAP III In January

The Open Government Partnership (OGP)’s Thematic Working Groups (TWG) is set to commence the National Action Plan (NAP III) to meet the critical needs of Nigerians through inclusive governance.

The TWG which involved top stakeholders from both government and civil society organisations on the 6th December 2022, in Abuja, appraised its implementation of NAP II, ahead of NAP III.

In her welcome remarks, the National Coordinator of OGP, Dr. Gloria Ahmed, welcomed stakeholders to the historic technical meeting that led to the official end of the NAP II.

“Your valuable contribution and inputs into the work of OGP NAP II no doubt have moved the country forward by initiating lots of reforms that have been institutionalized in the country, and this has contributed to updating the lives of the people,” Ahmed said.

She further urged them to understand that the aim of the meeting was to appraise their performances in NAP II, and review and finalize the NAP III draft before transmitting it to the National Steering Committee, the Syndicate Group, for final input.

“As we meet today, we have to tell ourselves the truth about how far we have gone in our achievement and the challenges we have encountered in NAP II so that we will hand over to our successors a roadmap, this is by coming out with modalities on how to constitute the next TWG,” she said.

In her opening remarks, the Incoming Co-Chair, Mrs. Obialunanma Nnaobi Ayodele, thanked everyone for making time to add value to the NAP III draft document that every Nigerian both the state and non-state actor have officially designed.

She further expressed joy over the successful end of NAP II and the commencement of NAP III in January 2023, as she implored participants to give maximum contributions towards coming up with a document that meets the needs and aspirations of all Nigerians.

She welcomed the new representatives of organisations, saying she was looking forward to getting fresh ideas and deliberations from them.

While the critical technical session was coordinated by the Civil Society Advisor, Uchenna Arisukwu, and Monitoring and Evaluation Specialist, Mooreino Diftuffe, the progress report on OGP NAP II implementation in Nigeria that was coordinated by Co-Chairs of TWG took reflection and stocktaking of fiscal transparency, extractive transparency, anti-corruption, access to information, citizens engagement, inclusion and diversity, service delivery activities so far.

The review and finalization of the NAP III draft also went through a progressive process by the working groups while presentations were done, setting out modalities for the engagement of the TWG Co-Chairs for NAP III implementation.

The NAP is a two-year document consisting of reform commitments that OGP Member countries must prepare and jointly implement to drive reforms agreed to by government and civil society partners.

NAP II which saw a successful end had 17 commitments cutting across the seven thematic areas namely fiscal transparency, extractive transparency, anti-corruption, access to information, citizen engagement and empowerment, inclusiveness, and service delivery.
